Our UPMC Corporate Quality team has an exciting opportunity available as a Director, Emergency Preparedness.  

The purpose of the Director, Emergency Preparedness is to provide leadership and direction to the UPMC Office of Emergency Preparedness in conjunction with the Senior Director.  They will further the goals of the organization and interact regularly with senior management as appropriate.  UPMC leadership and staff will look to the Director for guidance, insights, and support for emergency preparedness.

This position generally works standard business hours, Monday through Friday.  Some evenings and weekends may be required as needed by the department.  Occasional travel to UPMC facilities, conferences, and events may occur.

Responsibilities:

  • Effectively participates and engages in activities to support and achieve health system strategic goals 
  • Conducts an analysis of emergency preparedness programs in conjunction with Senior Director
  • Demonstrates responsiveness to the changing priorities and targets in the field of emergency preparedness
  • Provides leadership in the development of the emergency preparedness program across UPMC
  • Develops an implementable system level Emergency Operations Plan (EOP). Ensures the existence of effective emergency preparedness plans and planning processes at all UPMC entities 
  • Provides administrative leadership and direction to the Office of Emergency Preparedness, which includes obtaining grant-funded projects in cooperation with the Office of Grants and Intellectual Properties and the designed Principal Investigators related to emergency preparedness
  • In conjunction with the Senior Director, ensure that UPMC's position as a local and national leader in the area of emergency preparedness is maintained
  • Represent UPMC in appropriate municipal, state, and national emergency preparedness coordination activities. Participates in regional and national planning efforts. Promotes UPMC preparedness at local, regional, statewide and national symposia and conferences
  • Maintains an administrative and operational responsibility for emergency preparedness technology, including but not limited to: computer hardware, software applications (ENS and PA Healthcare Incident Management System (PA HIMS)), the PA Department of Health radio program at UPMC
  • Maintains the authority to intervene in any situation which poses an immediate threat to the safety or health of persons or threat of damage to facilities

 

Qualifications

  • Bachelor's degree required; advanced degree preferred.
  • A minimum of five years management experience in emergency preparedness or environmental public health or environmental health & safety is required.
  • Experience in a multi-institutional health care setting is preferred.
  • Knowledge of health care emergency management principles including regulatory requirements, including the Joint Commission and the Centers for Medicare and Medicaid Services (CMS), is required.
  • Experience in the development of written emergency preparedness response plans is required. 
  • Comprehensive knowledge and experience with Emergency Operations Plans (EOP), Continuity of Operations (COOP), Business Continuity Planning (BCP), and/or Contingency Planning (CP) programs.
  • Knowledge and understanding of federal homeland security and applicable initiatives and programs, including current standards, disaster management techniques and technologies.


Licensure, Certifications, and Clearances:

  • Certified Business Continuity Planner (CBCP) or Certified Emergency Manager (CEM) preferred.
  • FEMA certificates: IS 100, IS 200, IS 700 and IS 800 or current equivalent. 
  • FEMA Certificates in IS 300 and IS 400 preferred.
  • Documentation of successful completion of a Hospital Incident Command System program.
