Program Administrator, Research Collaboration (Remote or Hybrid)


UPMC Health Plan is hiring a full-time Program Administrator, Research Collaboration to support the UPMC Center for High-Value Health Care. This position will work standard daylight hours, Monday through Friday. The team is based out of downtown Pittsburgh's US Steel Tower, however, this position may work in a hybrid structure or remotely. 

The UPMC Center for High-Value Health Care (the Center) is a non-profit research organization, housed within the UPMC Insurance Services Division (ISD), which focuses on innovations including optimizing clinical programs and payment models across the UPMC integrated health care delivery and finance system and building a portfolio of research that holds promise for achieving the triple aim of improved health outcomes, reduced cost, and enhanced patient experience. The Program Administrator, Research Collaboration reports to the Associate Chief Research and Translation Officer and is responsible for managing the fiscal and administrative activities associated with research collaborations including informing regulatory and legal approvals for research projects involving the ISD. This position is accountable to coordinate and manage efforts related to receipt, vetting, and execution of research collaboration requests under the oversight of ISD’s Research Quality Improvement Committee (RQIC) and responsible for managing the Center’s research collaboration/partnership portfolio which includes coordinating meetings, handling communications, supervising the pre- and post-award fiscal activities and staff who perform these functions, ensuring fidelity to project timelines, managing regulatory processes, producing deliverables, and carrying out other operational and administrative activities related to research collaborations. This position is also responsible to support the research collaboration activities resulting from the direction/influence of the Center’s Board of Directors. 



  • Develops on-line resource library, including references, proposal boilerplate, key internal and external contacts, etc.
  • Ensures compliance with IRB and other legal/regulatory requirements.
  • Produces required progress reports.
  • Participates in strategic planning for the Grants & Contracts Program.
  • Conducts literature reviews and targeted research to inform specific proposal components.
  • Contributes to the development, writing and submission of proposals.
  • Works closely with funded project teams and facilitates progress toward timely completion of deliverables.
  • Assists with development of publications in peer-reviewed journals and industry reports.
  • Develops and maintains systematic processes for monitoring relevant external funding and publications opportunities.
  • Serves as Center main point of contact for IRB, legal and other regulatory activities related to research. 
  • Supports the development of research collaboration activities emanating from the Center’s Board of Directors via collaborative workgroups that reflect research/business priority areas. 
  • Participates in cross-departmental workgroup activities related to topics relevant to current and anticipated research collaboration partnerships.



  • MA in health services research, health policy, or health economics and 5 years of experience in a research administration role required OR PHD in health services research, health policy or health economics and 2 years of experience in a research administration role required. (Preferably with specific training in program evaluation)
  • Strong administrative, organizational, communication, and writing skills
  • Advanced knowledge of grants and contracts program environment (federal, state, foundation, etc.)
  • Established track record in oversight of externally-funded projects
  • Extensive pre- and post-award project management experience, preferably in an academic medical center or research organization
  • Experience in pre- and post-award process analysis and automation; familiarity with electronic grants submission and management systems; generally knowledgeable in IT
  • Experience preparing literature reviews across a wide range of healthcare-related topics
  • Ability to prepare budgets for external proposals
  • Proven track record of leadership and interpersonal skills
  • Demonstrated ability to work collaboratively and independently
  • Ability to accommodate a high volume of work, manage competing demands, set appropriate priorities, and effectively meet multiple deadlines
