Description

Purpose:
Under the direction of the Associate Director and/or Director of Health Information Management (HIM), the Manager is responsible for supervising all department activities, monitoring the productivity, and coordinating job functions, within the Health Information Management Department 24 hours/day operation (three shifts). This individual is required to implement policies and procedures, collect, and maintain accurate activity reports which reflect productivity by shift, coordinate employee staffing and scheduling, access job tasks, and interact closely with other department coordinators and managers to ensure correct medical record processing and problem-solving. Administrative responsibilities include completing statistical and status reports, employee performance reviews, corrective actions, approval of timesheets, developing goals/objectives, and conducting and reporting quality assurance activities. The Manager is also responsible for performing 'special projects' both internal and external to the Health Information Management Department which may involve working alternative shifts and weekends. In addition, the Manager's responsibilities will be to perform day-to-day operational tasks so that they are aware of operational procedures and workflow. The Manager will also be responsible to take weekend department calls periodically.

Responsibilities:

  • Assume staff responsibilities whenever necessary.
  • Monitor the scanned medical records process to assure promptness, correctness, readability, completion, and quality of the work that is being processed.
  • Assure that the prepping, QA, indexing, and scanning of records are performed in accordance with department policies and procedures.
  •  Participate in evaluating the quality assurance completed by employees.
  • Ensure that the dictation and word processing systems are in working order, including performing routine maintenance functions according to standard procedures and notifying the appropriate personnel of problems.
  • Calculate, complete, and submit employee timesheets on a bi-weekly basis.
  • Assure that all areas of responsibility are adequately staffed.
  • Complete evaluations utilizing performance standards.
  • Make recommendations to staff for process improvement.
  • Update standards and performance expectations as procedures change and additional expectations are required by employees.
  • Prepare and submit monthly Quality Improvement reports regarding pre-assigned indicators.
  • Serve as a contact to receive and follow up on all user problems, determine which problems can be handled internally, or if external support is needed from the Information Services Department and/or the vendor.
  • Coordinate the work distribution in the Transcription File Area to allow for transcribed documents routing to the appropriate destination within the established time frames.
  • Assure that hardware maintenance and software updates occur routinely and as scheduled.
  • Protect the integrity and confidentiality of all data and information through physical and/or electronic means.
  • Maintain forms and passwords necessary to protect the security of departmental information systems.
  • Manage and maintain neat, accurate medical record files which include retrieval and filing of active and inactive records, accurate tracking of records, and purging records in preparation for transfer to off-site warehouse storage.
  • Participate in the orientation process of new employees.
  • Provide training, re-training, and guidance as needed on work procedures during project development and implementation.
  • Demonstrate a service-oriented approach to his/her position by conveying courtesy, respect, enthusiasm, and a positive attitude in work situations by showing initiative and aiding other staff members and hospital personnel in the completion of the department's goals. Patient care and/or inter-departmental service is the priority while working.
  • Communicate directly with patients, attorneys, physicians, nurses, administration, and hospital personnel from all levels in a courteous and tactful fashion.
  • Resolve problems that may arise, in a professional manner.
  • Conduct monthly staff meetings with agendas and written minutes maintained within the Health Information Management Department.
  • Maintain daily statistics of all activities relating to functional areas of responsibility daily.
  • Serve as Interim System Administrator in his/her absence.
  • Perform special projects as assigned by the Director and/or the Associate Director, which may involve working alternative shifts both internal and external to the Health Information Management Department.
  • Contribute information regarding the status of various projects, and accomplishments for each functional area, and develop goals and objectives for each functional area of responsibility as related to the Finance Committee Update, Business Plan, and Goals and Objectives of the Health Information Management Department.
  • Establish policies and procedures, which will enhance the efficiency and effectiveness of the functional areas of responsibility.
  • Attend all management meetings and other functional area meetings as necessary within the Health Information Management Department.
  • Communicate information back to staff as appropriate.
  • Identify problems, set objectives, and develop action plans to address issues as needed.
  • Provide a daily briefing to the HIM Coordinators, ensuring that all outstanding issues are communicated and addressed.
  • Provide and enforce appropriate corrective actions within the limits of Health System policy to employees when necessary.
  • Provide on-call beeper coverage for the HIM Department to ensure adequate weekend and holiday staffing and resolve operational issues.
  • Act as a working supervisor whenever necessary, assuming responsibilities related to the daily operations of assigned staff.
  • Participate in the recruitment, interviewing, and selection of candidates for vacant Health Information Management positions.
  • Perform monthly Quality Assurance audits as needed.
  • Additionally, calculate and record turnaround times as required.
  • Communicate with remote Health Information Management areas and coordinate the retrieval and the return of records to/from the off-site warehouse.
  • Coordinate and monitor the daily activities and productivity of assigned staff, providing guidance and leadership, developing methods of improvement, and assuring that work schedules are maintained and that productivity requirements are met.
  • Prioritize and distribute work assignments to staff, assuring timely completion.
  • Facilitate and coordinate the process of recreating records in a pre-determined time frame when those records are needed for coding, billing, or patient care.
  • Monitor the quantity and quality of the transcribed reports routing and filing for inpatients, discharged patients, and clinics to assure that the physician copies are distributed on a regular and timely basis.
  • Promote professional self-development by attending seminars, reading professional publications, and taking part in professional organizations.
  • Prepare and present employee performance evaluations to employees within specified time frames.
  • Meet with the Director/Associate Director on a weekly basis to review progress, discuss issues and initiate new programs and/or activities.
  • Prepare a bi-weekly status report that highlights the important aspects of each specific area of responsibility along with productivity statistics.
  • Prepare and submit a monthly report, which documents all current and completed initiatives along with their status and results.
  • Coordinate and maintain all secured medical records, ensuring the security and safekeeping of the medical records, allowing access only in accordance with policy to authorized persons, departments, and clinics.

 

Qualifications

  • A graduate from an approved Health Information Management program (RHIA or RHIT) and/or related field preferably with prior management experience.
  • In lieu of this degree, 3 to 5 years of supervisory experience preferably managing in a health care setting will be considered.
  • The individual must be ambitious and self-motivated and demonstrate excellent organizational skills, written/verbal communication skills, and problem analysis skills.
  • Computer skills and experience using Windows are required.
  • A familiarity with the terminal digit numbering system and knowledge of medical terminology is essential.
  • Prior knowledge of LanVision, Medipac, Dolby, TDS, Med Rec Millennium, and the MARS systems is beneficial. Excellent interpersonal, communication, organizational, problem-solving, and conflict resolution skills are essential.
  • Ability to be flexible with regards to the work schedule and be willing to occasionally work past the established job hours to complete tasks.
  • Ability to manage multiple demands simultaneously while working in a fast-paced and at times highly stressful environment and conditions of frequent interruptions is essential.
  • Must have the ability to organize and direct work assignments, ambulate within the building, and lift approximately 25/30 pounds.
  • Must possess outstanding analytical and time management skills.
