Senior Director, Data Governance Office


The Sr. Director, Chief Data Governance Officer (CDGO) strategically and operationally leads the development and management of robust data governance and records management programs for UPMC's large and growing Insurance Services Division (ISD), as well as the close integration with the larger UPMC system data governance framework. This position ensures sound corporate governance in developing and operationalizing a strategic, structured, and coordinated set of programs to enhance the organization's ability to manage relevant data assets in a disciplined and consistent manner that continually supports the business and operational areas. The CDGO administers the divisional data governance program across the organization, including all business units, products, services, and activities.

The role will oversee the organization's comprehensive data governance program to ensure, align and support operational effectiveness and efficiency, controls and accountability, data quality and integrity, timeliness and accessibility, privacy and security, and regulatory compliance. This position supports and facilitates the increase in data sharing across the UPMC System/IDFS and partners with key stakeholders, such as UPMC Enterprises, in building data governance infrastructure and guidelines to support key business objectives. The CDGO functions as a subject matter expert in data management, advising executive leadership on strategic priorities and supporting transitions to new information systems platforms. The role will facilitate bridging and synchronizing data management initiatives and gaps across technology and business areas at all levels, including closely partnering with executive leadership.

The CDGO will additionally design, build, implement, lead and oversee the ISD Records Management Program to ensure records and data management, retention, operational effectiveness and regulatory compliance. The ISD data governance and records management programs will fully support and synchronize with the UPMC system's larger data governance initiatives, and they will support the efforts of the organization's larger corporate governance, risk management, and compliance (GRC) framework. This is an exciting opportunity for a highly experienced functional expert to strategically and operationally build the vision, processes and tools for a robust and effective data governance and records management program.


  • Build, improve and drive consistency of data governance objectives, processes and tools.
  • Implement and execute effective monitoring, tracking and reporting procedures to ensure the success of the program, as measured by regular assessments and metric-based analysis.
  • Lead the development, build-out and implementation of the ISD data governance and information asset management program and activities across the division, including close collaboration and coordination with additional parties (e.g. UPMC system, consultants, vendors, etc.).
  • Promote the adoption and use of a business intelligence tool by establishing an architecture and collection of integrated decision-support applications and databases to enhance data integrity and accessibility, as needed.
  • Support and promote effective data/cyber security and privacy initiatives and programs, partnering with the relevant ISD and UPMC departments.Design, develop, implement and lead Records Management Program protocols, activities and controls, including records retention regulatory compliance, legal holds and retention, eDiscovery activities, data destruction programs, records and data storage activities, and cross-organizational operational efficiency throughout the ISD.9.   • Lead data governance education; drive the evolution of data governance methodologies, tools and processes; and further develop a culture of effective data governance that focuses on strategic objectives and drives value for the organization (a professionally mature view of strategically viewing and managing data governance both offensively and defensively).
  • Partner with Corporate Compliance and GRC functions/leaders across the ISD division and UPMC system to ensure a closely integrated and coordinated governance, risk management and compliance (GRC) framework.
  • Build and maintain strong and effective relationships with all relevant internal and external stakeholders, including federal, state and local regulatory entities, IT/IT Security, Health Economics & Analytics, Finance, Actuary, Legal, Compliance and ERM, among others.
  • Assess and facilitate improvement of organization?s data quality and maturity level. Establish enterprise standards, including a uniform and repeatable system development lifecycle methodology (e.g. standards for data naming, abbreviations and acronyms).
  • Conduct annual strategic planning and budgeting for data governance program needs and objectives.
  • Develop and communicate vision and strategy for all data management activities. Be the champion for data management, governance, quality, accessibility, operational efficiency and security across the organization. Oversee information management, data stewards and data management service providers.
  • Implement and execute effective training, communications and awareness programs to properly educate all employees and business partners regarding data governance requirements and responsibilities.
  • Keep abreast of changing data governance standards and requirements, including all relevant laws, rules, industry standards, company practices and technology initiatives.Represent UPMC Insurance Services Division with all relevant entities regarding data governance reporting or requests for information.Effectively live, model, communicate and support the values of UPMC and UPMC Health Plan.Perform in accordance with system-wide competencies and behaviors.
  • Develop and promote data warehousing, Master Data Management, data modeling and metadata management activities across both structured and unstructured data assets, as appropriate and warranted by the business needs.
  • Develop and deliver clear, effective and timely reports and updates for regulatory entities, senior management and/or the Board regarding data governance program effectiveness, initiatives and issues, including all relevant metrics, dashboards and information.
  • Establish, organize and implement ISD data policies, procedures, structures, roles, responsibilities, standards and organization that clearly outline and enforce rules of engagement, decision rights, and the accountabilities for effective information asset management.
  • Partner with business and operational leaders, cross-functionally and collaboratively, to develop a structured, coordinated and effective data governance framework.


  • Bachelor's degree (B.A./B.S.) in Computer Science, Engineering, Statistics, Finance, or a related field required.
  • Additional relevant graduate degrees, such as an M.B.A., Master's, or Ph.D. strongly preferred.
  • Minimum of 10+ years of substantive data governance and records/information asset management experience with increasingly progressive responsibility.
  • Minimum of 5+ years of work experience in a managerial/leadership role (i.e., managing a team, either directly or indirectly).
  • Functional subject matter expertise in data governance and records management, and in building and implementing effective data governance programs in large, heavily regulated, and matrixed organizations.
  • Consulting experience is welcome, but prior in-house data governance management experience is strongly preferred.
  • Requisite expertise and experience with relevant data governance and records management standards and requirements.,
  • Experience must include implementing data governance and records management processes; performing enterprise-wide risk/gap assessments; documenting controls and control gaps; remediating control gaps; and maintaining a coordinated and comprehensive data governance and records management program.
  • Proven ability to effectively and timely manage multiple initiatives and cross-departmental projects.
  • Strong finance and analytical skills.
  • Ability to set a clear vision for the data governance and records management programs and to successfully execute on the vision.
  • Strong leadership, people management and matrixed influencing skills required.
  • Strong program and project management skills and experience required.
  • Ability to build and generate business cases, develop and apply relevant metrics, and evaluate return on investment (ROI), quantitatively and qualitatively.
  • Strong acumen and understanding of healthcare, health insurance and managed health care organizations required, including all relevant business lines (commercial, Medicare, Medicaid, Duals, FEHB, Exchange, CHIP, behavioral health, etc.).
  • Demonstrated leadership, ability to drive results and engage senior leaders, as well as ability to influence cross-organizational stakeholders and decision-makers with different operational responsibilities.
  • Proven track record of thought leadership, building consensus, forging coalitions and leveraging relationships to achieve strategic objectives and to create an effective data governance culture.
  • Ability to independently lead the function with minimal supervision and direction, and to effectively translate theoretical concepts into practical, easy-to-understand milestones/activities.
  • Strong ability to influence at all levels of the organization, including executive management; the Board; Audit Committee; employees; regulators; local, state and federal officials; customers; partners and vendors.
