Description

Purpose:
The Sr. Director reports to the President of UPMC Home Healthcare. Works closely and collaborates with the clinical leadership to assure clinical care standards within UPMC Home Healthcare are maintained with the expectation of ensuring high standards of care while maintaining compliance with regulatory agencies. The Sr. Director manages and coordinates in concert with the VP of Operations for Home health and Hospice organization-wide efforts to ensure quality care and regulatory compliance using a risk-based and data-driven focus that sets priorities for education aligned to ongoing strategic goals, regulatory requirements and organizational initiatives. The Sr. Director also provides general oversight for Staff Development and Education. Monitors, analyzes and reports on a variety of data to assess the quality and appropriateness of care and provides oversight and guidance for ongoing improvement efforts within the QAPI framework. Collaborates with all Senior Leadership to mentor, educate and motivate staff surrounding data-driven performance improvement initiatives and regulatory requirements. Develops and fosters effective two-way communication of current trends, regulatory changes and QA/PI projects. Facilitates ongoing development and monitoring of capabilities to assure federal and state compliance throughout all facilities. Functions as the Privacy Officer for UPMC Home Healthcare and Family Hospice.

Responsibilities:

 

  • Develops, implements, and monitors clinical care programs to meet the values-based payment process and improve clinical management through implementation of evidence-based best practices.
  • Facilitates ongoing efforts to achieve and maintain optimum CMS Star rating.
  • Develops monitoring and reporting process for Quality Measures and CMS 5 Star performance.
  • Creates an environment of quality assessment and performance improvement, regulatory compliance and clinical excellence. Tracks and communicates survey results, complaint investigations, scope and severity trends, and remedies to determine accurate decisions related to intervention strategies. Trends and analyzes quality outcomes and related system improvement opportunities for organizational quality assurance and performance improvement. Ensures identification of clinical data metrics for analysis of overall quality of care and Regulatory compliance.
  • Fosters facility preparation for CMS surveys with a focus on continual survey readiness. Leads & monitors mock survey functions
  • Ensures organizational compliance with CMS (and other regulatory agencies) regulations and reporting requirements.
  • Oversees the Development and implementation of the QAPI process for the home health and hospice agencies.
  • Acts as privacy officer, compliance officer and regulatory resource for UPMC Home Healthcare & Family Hospice.
  • Supports the UPMC Home Healthcare & Family Hospice standards of practice in the implementation of education and clinical programs.
  • Uses regulatory development, agency-based findings, clinical program needs and feedback from facility operational leadership to identify educational needs whether facility specific or organization-wide.
  • Maintains active and current knowledge of CMS, DOH and DHS requirements for Home Health & Hospice.
  • Directs mock survey processes and related tool sets designed to identify issues and concerns.
  • Develops, maintains and evaluates organizational systems that support attainment of regulatory compliance, with a focus on minimizing deficiencies and fostering an environment of Survey Readiness and achieve optimal Star ratings.
  • Educates and evaluates staff compliance with policies and procedures related to clinical practices and operational areas.
  • Represents UPMC Home Healthcare at UPMC Compliance Officer, Privacy Officer, Regulatory Expert and Quality Meetings regularly held to provide education and awareness. Brings the education back to UPMC Home Healthcare and measures the effectiveness of understanding.
  • Implements initiatives that support high quality, cost effective, multidisciplinary education
  • Oversee the direction and development, implementation, and evaluation of professional education programs for UPMC Home Healthcare and Family Hospice
  • Oversees and directs the Education Program to achieve the professional education goals of the organization.

 

Qualifications

Qualifications

  • Current RN Professional License in PA
  • Master's Degree in Nursing, required, or within 12 months
  • Minimum 5 years recent Home Health/Hospice experience required
  • Minimum 5 years Supervisory or management experience preferred
  • Required computer skills include proficiency with Microsoft Word, PowerPoint, Excel, Access, Power BI
  • Current PA Driver's License

Licensure, Certifications, and Clearances:

  • Basic Life Support (BLS) OR Cardiopulmonary Resuscitation (CPR)
  • Registered Nurse (RN)
  • Act 34
