Regional Director

Purpose:

The Regional Director leads the work of Community Care and the UPMC Insurance Services Division for the Erie County HealthChoices Program. This is a dynamic leadership position working with our Primary Contractor, Community Care members and families, Network Providers, and other behavioral health stakeholders in the community. The Regional Director provides leadership, direction, and administration for all aspects of the Medicaid HealthChoices Program to ensure compliance with the goals and expectations set in collaboration with Erie County DHS and OMHSAS for the health and wellness of our members.

*This position is hybrid and required to report into the office 2 days each week in Erie, PA – role is NOT 100% remote eligible.

Responsibilities:

• Work with Community Care President, Executive Leadership and the Penn West Divisional Director, in conjunction with the county oversight, to define, develop, and implement quality behavioral health programs and services to further the mission and goals of the Erie County HealthChoices Program.

• Collaborate with various Community Care departments to achieve stated goals, including positive clinical, quality and budget outcomes. 

• Contribute to effective cost management and implementation of efficient strategies to support good fiscal stewardship.

• Advise Community Care President and senior management, to develop, coordinate and direct internal policies as they relate to external affairs.

• Ensure compliance with all regulatory agencies governing Medicaid managed care services and the rules of accrediting bodies by continually monitoring the organization’s service delivery and initiating changes as required.

• Encourage participation of the community stakeholders in helping to define and implement quality health care programs including integration of physical health interest and non-profit values.

• Encourage integration of Community Care into the community by developing and supporting community outreach programs that focus on the health of the community, including addressing social determinants of health.

• Responsible for the day-to-day operations of the Erie office including direction of the Clinical, Quality and Network Managers, Community Relations Coordinator, and all support staff.

• Act as key contact for Erie County oversight.

• Lead staff to achievement of established Performance Incentives and meeting budget targets.

• Stay up to date on local, regional and national affairs, policies, and legislation affecting behavioral health care and Community Care.

• Communicate concerns from various stakeholders to the appropriate programs, departments within Community Care and work with Community Care staff to ensure that areas of concern are appropriately addressed.

• Ensure focus on services outcomes by including these principles in all service delivery plans, member services policies and ad hoc report development.

• Assist the Divisional Director and Community Relations in maintaining a very active organizational presence in the community by attending various community-based meetings with providers, member and/or family groups, county representatives, and advocacy groups.

• Support a corporate culture of commitment to customer service (internally and externally), accountability, and public health interest.

• Attend Advisory Board meetings and required meetings with stakeholders as assigned.

• Work collaboratively with the Senior Divisional Director, Penn West Leadership Team, and other Regional Directors on continuous organizational improvement and behavioral health innovations. 

• Other duties as assigned by the Penn West Senior Divisional Director.
