UPMC is looking for a new Lead Risk Assessor Inspector to join the Lead Health Home Project team. This employee will travel into patient’s homes for testing.

Schedule: Monday – Friday from 8:00 am – 4:30 pm, no weekends or holidays!

This position will travel within South Central PA anywhere from 3 – 4 days a week. A PA license is required for the travel; a company vehicle is provided.

Purpose:
Conducts in-home Environmental Inspections (EI) to determine possible sources of lead (Pb) exposure contributing to an Elevated Blood Lead Level (EBLL) by use of the X-ray Fluorescent Spectrometer (XRF). Collects dust wipe and soil samples related to areas of concern adding further documentation to the EBLL investigation for a full comprehensive Lead Paint Inspection/Risk Assessment. Provides a detailed report of all findings on lead exposure risks and/or other health related factors to applicable person(s) and agencies. Connects family to potential resources and other programs to address lead exposure risks and the potential health effects.

Responsibilities:

  • Maintain a valid Pennsylvania Driver’s License. 
  • Demonstrate safe driving practices. 
  • Willingness to use personal vehicle to complete inspections in the event Pinnacle vehicles are unavailable. 
  • Be cognizant of personal safety and safety of co-workers and take appropriate measures while working in varying environmental conditions.
  • This may include pests, pets, illegal activities, structural deficiencies, or abuse situations. 
  • Must comply with Mandated Report requirements and submit, either electronically or phone, any suspected cases of abuse and/or neglect.
  • Participate in program goal development and implementation. 
  • Implement other duties as assigned by the Program Manager or designee.
  • Ensure all company vehicles and equipment are serviced at regular intervals. 
  • Maintain and request laboratory sampling supplies. 
  • Recordkeeping of XRF locations and serviceability. 
  • Conduct and complete referral forms from physician’s office, State Health Nurse, Individuals, or other referring agencies. 
  • Identify and differentiate Medical Assistant Clients and Private Insurance/Self Pay clients. 
  • Provide education by phone, email, or in person to all parties looking for information on Lead Based Paint/EBLL. 
  • Refer individuals to appropriate resources if not covered by the LPPE Program or refer to Program Manager for inclusion in the sliding fee scale criteria.
  • Skills:
    • Must be able to communicate effectively in both written and verbal settings. Interact with public agencies, medical staff, and the general public in the course of job duties. Interpret collected data and analyze to determine possible root cause of lead exposure (if possible). Understand the different dust wipe and soil limits related to EPA and HUD projects. Must be able to use interpreter service phone on an external setting when required. Proficient in a second language is preferred but not required. Provide clear instruction on appropriate methods to the repair of lead-based paint materials. EPA: Renovate, Repair, and Paint Guidelines (EPA: RRP), Abatement, Encapsulation, Encasement, Interim Control Measures.
  • Knowledge:
    • Develop and demonstrate a fundamental knowledge of the effects of EBLL and appropriate response related to an EBLL such as lead exposure reduction/prevention, dietary guidelines, Chelation/Succimer therapy. Become familiar with Environmental Protections Agency (EPA and Housing and Urban Development guidelines in regard to Residential Lead Based Paint. Continually increase knowledge base on other means of lead exposure. Obtain and maintain an EPA or state certified Lead Risk Assessor/Inspector license.
  • Data Management:
    • Proficient use of Microsoft Word, Excel, and PowerPoint. Use of the LPA-1 data software management record. Keep and maintain EI records in both electronic and/or paper formats.
  • Conduct clearance inspections, when needed, following appropriate specifications.
  • Ensure knowledge base is kept up to date with any changes in federal and/or state regulation/law that would impact EIs.
  • Conducts follow up as needed.
  • Establish and maintain good working relationships with Code Enforcement and medical personnel.
  • Package dust wipe and soil analysis with Lead Paint Inspection Report that will be sent via United States Postal Service, email, or hand delivered to appropriate person(s) and agencies.
  • Collect dust wipe and soil samples related to areas of possible lead risk exposure.
  • Document any additional contributing factors possibly contributing to the EBLL such as vocations, hobbies, cultural aspects, and/or other various factors.
  • Conduct EI investigation and document, via inspection software, all areas of lead risk and potential lead risk exposure.
  • Obtain intake information via phone, email, or in person for new EBLL cases.

Qualifications:

  • Graduate of an accredited college or university, or in process of graduating with B.S. in Environmental Science, Chemistry, Nursing, Public Health, or similar.
